William Russo in his book Composing Music says there's no reason why you can't do that kind of crossing. It's just that it's less like independence for each line. It's totally possible to have something like that in the style. If you only have to do it here and there it would be alright. Voice crossing is another technique he teaches in his book and mentions that it's used in gamelan to create interest. A good place to allow something like that would be 75% of the way through 4 bars, 8 bars, 16 bars, 32 bars or all four. If you allow crossing at those climactic junctures it would probably greatly improve the monotony of the chorale style. Not a bad idea really.
